We recognize the vital role of assistance animals for individuals with disabilities and adhere to HUD guidelines. Assistance animals are essential companions, not pets, providing crucial support. We are committed to making reasonable accommodations to ensure equal housing opportunities for all residents.
HUD acknowledges the necessity for individuals with disabilities to have assistance animals in their homes. Housing providers are legally obligated to make reasonable accommodations for these animals. People with disabilities require assistance animals to ensure equal enjoyment of their housing. While certain disabilities may be evident, others may not. It's crucial to understand that assistance animals are not considered pets, as clarified in the guidance
Support or Assistance Animals (as defined in 24 CFR 5.303) are allowed in all public housing facilities with no restrictions other than those imposed on all tenants to maintain their units and associated facilities in a decent, safe, and sanitary manner and to refrain from disturbing their neighbors. Pet Policies do not apply to Support Animals.
WHY IS PET SCREENING IMPORTANT?
Landlords face the ongoing task of risk assessment and cost management, particularly during apartment turnovers. Pets pose potential damage risks, such as wall chewing, window screen clawing, and floor scratching, leading some landlords to ban pets entirely. However, this reduces tenant options and rental demand. Pet screening enables landlords to expand their tenant pool by allowing pets they deem low-risk. It also deters tenants from secretly keeping pets to avoid additional deposits. In a competitive housing market, pet screening offers pet owners more rental options while providing landlords confidence in accommodating a wider range of pets and breeds, ensuring clarity for responsible pet owners during the application process.
